九中，初引緣。衣法即〈衣犍度〉。準下，義決。則知彼此俱開。有人制罪，理應得吉。

In [item] nine, first it cites the circumstances. The 'rules on robes' refers to the 'Robes Chapter' (Cīvara-skandhaka). From 'Following...' onward, it determines the meaning. Thus one knows that exceptions are granted to both parties. If someone establishes an offense, in principle it should incur a duṣkṛta.
