The first precept. (When the Buddha was in the country of the Śākyas, the bhikṣu Hastibala had a debate with non-Buddhists and was worsted, whereupon he went back on his former words. When questioned in the Saṃgha, he again went back on his former words, because of which it was prohibited.) Concerning the precept's name: the Annotated Precepts specifies it as the precept against deliberate false speech. The Commentary explains: "Speech that does not accord with reality is 'false'; its manifestation from the mouth is 'speech'; if not done intentionally, it is not an offense, hence it is termed 'deliberate'." Now, calling it "minor" is spoken in contrast to the major; all [speech] outside of the noble dharmas listed in the first category falls under this scope. The major is restricted and the minor is pervasive; investigating it, one can understand this.
