In the explanation, in the first section, there are four propositions from the Sarvāstivāda Vinaya Vibhāṣā. The first proposition is listed in full; the remaining propositions follow this model. One should say: the second is false speech and malicious speech, not harsh speech (relaying this person's words to that person: because it is not true, it is false speech; because one has the intention of causing estrangement, it is malicious speech; because it is spoken in soft words, it is not harsh speech); the third is false speech, not malicious speech, but harsh speech (untrue, coarse words, without the intention of causing estrangement); the fourth is false speech, malicious speech, and harsh speech (the above can be understood from this). The first proposition correlates singly and is confined purely to this precept; the middle two are dual offenses, thus involving two precepts; the fourth is an offense in all, thus extending to three precepts. Regarding "presence and absence": false speech is present across all four propositions; malicious speech and harsh speech are entirely absent from the first proposition; the middle two each have one; and they are only both present in the fourth. That treatise frames the propositions under the precept against malicious speech, taking malicious speech as the primary term and abbreviating the other two; now the Manual, following it, lists them with respect to false speech, showing that all three precepts contain four propositions; taking each respective root precept as the primary term, running through them can be understood.
