不犯中。指注戒者，彼云不見言不見，乃至知言知等。今云稱想，在言雖略，無不攝矣。

Under non-violation: referring to the commentary on the precepts, it states: not seeing and saying not seeing, through to knowing and saying knowing, etc. Here saying "conforming with thought", though brief in phrasing, includes everything.
