Third [pāyattika]. (When the Buddha was in Śrāvastī, the ṣaḍvargikas conveyed the words of one party to another, causing the assembly to quarrel and dispute without being able to end it; hence it was prohibited.) Regarding the title: "Two" refers to the object spoken of; "tongue" is the instrument by which speech is formed. The Commentary states: "The early translation of this was rather crude and plain. Because even if one uses malicious tale-bearing (two tongues), if one does not have the intention to divide, one does not violate this precept. The current translation as 'divisive speech' (paiśunya) hits the mark. Where 'divisive' appears in the sūtras and treatises today, these are all Tang translations."
