釋第四緣,論文前明僧犯。僧尼作淨語者,法不對人,作不成故。餘眾不作者,有人無法,違佛制吉;掘即犯提。下明三眾。無緣犯者,有緣開故。
In explaining the fourth condition, the text of the treatise first explains an offense committed by the saṃgha. If a monk or nun performs the purifying declaration, the procedure is not performed before a proper person, so the rite is not accomplished. If the other members of the community do not perform it, there is a person but no proper procedure, which violates the Buddha's prohibition and incurs a duṣkṛta; if one then digs, one incurs a pāyattika. Below, it explains the three assemblies. Those who commit an offense without justifying circumstances are so designated because, where there are justifying circumstances, exceptions are allowed.
