[Precept] Twelve. (The Buddha was in Kauśāmbī. Channa committed an offense; when other bhikṣus questioned him, he replied with irrelevant matters. After a motion was made to prohibit this, he went on to vex the saṃgha, not coming when called, etc. After another motion was made to prohibit it, he acted in violation of the motion, so the precept was instituted.) The two karmas of body and speech, deviously vexing the saṃgha, are analogized to ornate embroidery. Because this is based on the legal procedures of the saṃgha, it incurs a pāyattika offense; other frivolous speech merely incurs a duṣkṛta. The Prātimokṣa says: falsely making other speech to vex others. (The Revised Precepts writes: "speaking divergent words to vex the saṃgha.") Other speech is embroidery of speech; vexing others is embroidery of body; that is, the two precepts were instituted together.
