十三。（佛在羅閱城，慈地比丘嫌罵沓婆，故制；與僧殘二謗同時。）名中云僧，簡私請故。疏云嫌罵兩戒，同惱知事不殊，故合制也。

[Precept] Thirteen. (The Buddha was in Rājagṛha. The bhikṣu Maitreyi-Maitrabala resented and reviled Dabba [Mallaputta], so the precept was instituted; this occurred at the same time as the two saṃghāvaśeṣa precepts on groundless defamation.) In the name it says "saṃgha" to distinguish it from private invitations. The Commentary says that the two precepts on resenting and reviling are no different in that both vex the duty-distributor, so they were instituted together.
