Under non-offenses, the first section deals with embroidery of speech. Hard of hearing means not hearing due to illness. Confused means not understanding the other's words. From "If wishing..." downward, it next grants exceptions for embroidery of body. First, regarding uncanonical karman, it explains coming or not coming; from "If one..." downward, next, regarding dhūta practices, sickness, and difficulties, it explains getting up or not getting up; from "If evil..." downward, regarding improper questioning and uncanonical matters, it explains speaking or not speaking. In the three positions above, each contradicts the requirement; while the actions seem identical to offenses, they are not offenses because the circumstances differ. From "If small..." downward, slips of the tongue are unintentional, which are exceptions as usual.
