In the explanation of the fourth [condition]: the commentary note was corrupted in transmission; it should properly be written in full-sized characters. 'Reversed from the above' means hearing the voice without seeing the face, as where one is separated by a partition. The Commentary states: There are four differences between this and the reviling precept: first, the former is general monks, whereas this is a monk who is an administrative officer; second, the former precept does not distinguish truth from falsity, whereas in this one, speaking the truth does not incur an offense; third, the words of reviling differ (the former lists various types of denigration, whereas this precept mentions only partiality and anger); fourth, the former is not an administrative officer, so when seeing and hearing are mutually separated it is light; here, respect and protection are grave, so when mutually separated one incurs a pāyattika. Under 'If...', it was instituted on that basis.
