Under 'Water Filter', the intention of the prohibition is twofold. First, it narrates the intention. For a renunciant, cultivating compassion is the foundation. Compassion means giving joy, and non-killing is primary. Although species of creatures are minute, their preservation of life is no different. This is indeed an implement for practicing compassion, a circumstance for saving living beings. Great practice arises from this, and the supreme Path is attained through this; those of our cohort who possess consciousness, do not treat it lightly! 'Its intention lies in this' means that the intention behind prescribing its possession lies in compassionate rescue. Under 'Now...', it points out errors. Under 'Therefore...', it cites admonitions. Most other [rules] are single prohibitions, separating insects from water, hence it says 'one-sided.' Under 'The rest...', it introduces what follows; the upper line points to the preceding. The lower two lines indicate the reason for its importance. According to the Buddha's intention, the Buddha instituted two precepts out of regard for the lives of insects; the *Manual* now explains it again, and its intention is also the same.
