3.123

涅槃僧中，初文。注翻內衣。西國本無裩袴，即以此衣襯體著故。《僧祇》中制戒即眾學初戒。

In [the section on] the *nivāsana*, the first text: the note translates it as 'inner garment'. In the Western lands there were originally no trousers or underpants, so this garment was worn next to the skin. In the *Mahāsāṃghika-vinaya*, the instituted precept is the very first precept of the *saṃbahulāḥ śaikṣāḥ*.
