In the reciprocity between the two orders, it first separately shows the mutual principal. The Vinaya says: At that time, in a certain dwelling place, the two orders obtained many dividable robes and items; the monks were many and the nuns few. The Buddha said: Divide them into two shares. If there are no bhikṣuṇīs, but purely śikṣamāṇās or purely śrāmaṇerīs, also divide them into two shares. If there are no three female assemblies, the Bhikṣu-saṃgha should divide them (here the monks are the principal). If the nuns are many and the monks few, or if there are no monks, down to even [only] śrāmaṇeras, also make two shares; if both [male] assemblies are absent, the Bhikṣuṇī-saṃgha should divide them (here the nuns are the principal). "As below..." generally shows the method of division, first explaining that each division is made within its own order. The Annotated Karmavācanā says: When it reaches the respective order, all must carry out a karmavācanā to divide it. "Not below" reveals the meaning of mutual taking, which does not mean that the five assemblies may carry out the ritual method together.
