In 'determining heavy and light', the first section has two parts: first is the direct determination; 'not...' prevents errors. In the first: the former clarifies based on essence, because reception and subsequent practice correspond. The latter concerns following the place, because the present saṃgha sees it alike. In preventing errors: first it prevents delusional sentiments. 'Actually...' shows their misapplication. As cited below, outside robes, bowls, etc., the Dharmaguptaka-vinaya mostly determines items to enter the heavy category; the Daśādhyāya-vinaya's remaining items mostly belong to the light category. Now wishing to obtain more shares of robes, they go against reception and subsequent practice and arbitrarily use the Daśādhyāya-vinaya. 'Due to greed, etc.' traces the fault back to the mind: because determining heavy as light all incurs a heavy pārājika offense. The Rite of Heavy and Light says: 'However, because human feelings are petty and narrow, obstruction and knotting are not absent; the administrator stays close to the permanent property, drawing light items into heavy; the individual bhikṣus are privately selfish, drawing heavy items into light.'
