Under tātapatra (woollen rug), first it is judged according to the Vinaya. From here down, it explains the reason it is light; first it shows the form of the robe. That is, it takes the dimensions as being identical to a kāṣāya; if it exceeds this, it is reckoned as heavy. Thus the text of the Ceremonial Standard states: "I formerly reckoned them as light because their dimensions are the same as the three robes; things of the class of felt quilts are listed under these dimensions. Later, a devaputra informed me: 'The substance and dimensions of a woollen rug apply to the three robes; they are not permitted in the Central Country, and are only worn in cold lands.' It also states: 'In various severe cold countries, they mostly wear cloths and felt, folded and padded; if lacking these, they weave soft grass into clothes and wear them; if still lacking these, they beat tree bark soft and wear it; if still lacking these, they may take woollen rugs, cut and piece them into three robes according to the method of a woollen rug, and drape them with the wool inside; if still lacking these, they may use various hides to make three robes and wear them; in this manner, exceptions are gradually granted; but if one reaches the Central Country, where proper Dharma robes are available, tree bark and the like are all reckoned as heavy.'" Therefore, the judgment below states: woollen rugs that conform to the aforementioned form of the three robes are among the light; those that differ, regardless of size, thickness, or thinness, are all heavy. Below "quilt", it eliminates discrepancies: because it follows heavy use. Below "because of this", it adduces proof. "Others follow this" refers to other woollen items.
