結法中，初科。古師不立唱相，律云應唱房名，故云律令唱也。不牒人名者，大界羯磨，則牒唱人，但不提名；今淨地中都不牒故。

In "Methods of Binding," the first heading. Ancient masters did not establish the announcement of marks. The Vinaya says that one should announce the names of the rooms, hence it says "the Vinaya commands announcing them." "Not declaring the names of persons" means that in the karmavācanā for the great boundary, one declares the person who announces, but merely does not mention their specific name; here in the pure ground, none are declared at all.
