In the eighth, first, the Ekottarika-āgama is quoted to encourage building [bathhouses]. From the Daśādhyāya-vinaya onward, it explains placement. The Mahāsāṃghika-vinaya explains scrubbing and washing. 'Scrubbing each other' means the members of one's own community scrub one another. The Vinaya-mātṛkā explains teaching the Dharma; 'pure causes and conditions' is the general heading. 'Not for...' and so forth directly gives the instruction: first it teaches freedom from faults; from 'Should...' onward, it teaches contemplative practice. The upper line contemplates the body, which is the nine contemplations of impurity and the like; the lower two lines contemplate the mind: subduing is stopping evil, and generating compassion is cultivating goodness. From 'For...' onward, it indicates the intent of preaching. From 'Such as...' onward, it points to the broader details: 'every single matter' refers to the major and minor meals, all gatherings of the saṃgha, and so forth.
