In the fourth, it first explains selecting the ground. 'To survey' means to inspect. Below, 'its' indicates the direction and place. 'Must be northeast' is because the temple gate faces east, so it is made in the two directions in front and to the left. In the note: the preceding part indicates the Western lands; 'yì' (also) should also be written as 'bìng' (together); if there is much northeast wind, foul air will not reach the halls and stūpas, which explains the reason why temple gates face east. Below, it explains that in this land it should be in the south and west; nowadays our kitchens and latrines are mostly in the northeast, also because south and west winds are frequent. Below, 'one must not' prohibits encroachment. In the Western lands, the grounds of the Buddha, Dharma, and Saṅgha each have their boundaries and are not confused or intermingled. Below, it points to the precept against stealing, which clarifies that if one wishes to raise a stūpa on Saṅgha land, one must perform the karmavācanā to harmonize the Saṅgha, and so forth.
