訃是比丘允許，請即施主邀命。往訃前請，意存化導；必施法式，發越彼心，故云設則也。

"Responding" is the bhikṣu consenting; "invitation" is the donor extending a summons. Going to respond to a previous invitation has the intention of guiding and transforming; one must apply Dharma models to stimulate and elevate their minds, hence it says "establishing guidelines."
