In the seventh [heading], the Sarvāstivāda Vinaya Vibhāṣā lists five prohibitions. The first prohibits going together: entering first without informing causes distress to the saṃgha and thus incurs a pāyattika. (According to the Vinaya, going to another's house violates the precept of not informing about shared benefits; here, being the donor's house, it should be a duṣkṛta.) From 'Host...' onward, the second prohibits going a day in advance, because it invites criticism. From 'If...' onward, the third prohibits lingering on one's own after the meal has ended. From 'Managing affairs...' onward, the fourth prohibits managers arriving late, because those who manage affairs ought to go first. From 'Before the food and dakṣiṇā...' onward, the fifth prohibits rising rashly before the dakṣiṇā: this refers to leaving before the material offering and the wishing of vows. Monks today never leave before the dakṣiṇā has been distributed; but once they have received the dakṣiṇā, many do not wait for the wishing of vows. 'Other people' refers to those who are not leaders or in high seats. 'Departing privately' means slipping away unnoticed. 'Informing fellow students' ensures they know the reason. From 'Although...' onward, it re-explains the first prohibition. The earlier passage spoke of the donor's house; this text seems to refer to another's house.
