呪願中，初科，《四分》。令隨彼欲，欲即是機。應機說法，實難其任；在乎有智，隨事觀量。《僧祇》選能，不必上座，其在茲矣。乃至者，隨有不能，次第選下也。並得罪者，合眾吉羅，制須學故。

In the section on incantation and making vows: in the first subsection, the *Dharmaguptaka-vinaya* instructs to comply with their desires; desires are their capacities. Preaching the Dharma in response to capacities is truly a difficult task; it lies in the wise observing and measuring according to circumstances. The *Mahāsāṃghika-vinaya* selects the capable, not necessarily the sthavira, for this reason. 'And so forth' means that whenever someone is incapable, they select down the ranks in sequence. 'All incur an offense' means that the entire assembly incurs a duṣkṛta, because they are required by regulation to learn.
