七中，初斥世。若下，次勸說。準《五分》者，即呪願中引云四足汝安隱等。華侈，謂綺飾之詞；侈，尺紙反，奢也。

In the seventh [part], first it rebukes the worldly. From "if" downwards, next it encourages preaching. In accordance with the Pañcavargika refers to citing "May you four-footed beings be at peace," and so forth in the benediction. "Flowery extravagance" refers to ornate and embellished expressions; chi is pronounced chizhi in fanqie, meaning luxury.
