導，謂能化之法；俗，即所化之機。以法接機，必遵正教；備舒軌度，故曰化方。
"Guiding" refers to the method capable of transforming; "laity" refers to the capacities of those who are transformed. Approaching the capacities with the Dharma must comply with the correct teaching; laying out the rules and measures completely is therefore called the method of transformation.
