三中。十事與者，前二與物，後八與語。習俗，謂風俗所宜。僧教令，則隨方制度。某事可食，事即物也。

In the third section: among the ten things to be given, the first two are giving material goods, and the remaining eight are giving verbal instructions. 'Local customs' refers to what is appropriate to local manners. 'Regulations of the Saṃgha' refers to rules according to local areas. 'Such-and-such an item is edible'—item means foodstuff.
