In narrating the intent: first, it narrates the essence of the Dharma. The first sentence indicates that the objects are vast, not exceeding the sentient and the insentient; "dense" (senran) means as numerous as grass and trees. The next sentence explains that the prohibitions are all-pervading: the matters and rules of the Vinaya are instituted on the basis of objects; for any single object, there are further multiple matters; all objects and matters do not exceed good and evil; facing these good and evil [aspects], the two maintenances are distinguished; thus there is not a single matter that is not a locus for maintenance and observance. Third, it explains violations; "neglect" means slighting or ignoring; "not practicing" encompasses both types of offenses. Fourth, it manifests future retributions; "hidden reprimand" encompasses both forms of retribution. The upper two sentences explain maintenance; the lower two sentences reveal violations. From "therefore" onward, next, it explains subsequent practice: the upper two sentences explain instituting the Dharma in accordance with matters. "Each single matter" refers to the matters of objects. "Various warnings" refers to the Vinaya prohibitions. The lower two sentences explain giving rise to practice on the basis of understanding. Understanding is generated from teaching, hence it must be interpreted and distinguished; this generally narrates the intention of the correct teachings of the entire work.
