Non-offenses has four: first, it permits unintentional acts. 'Without anger' refers to the later arrival. 'Leaving in proper sequence' refers to the previous occupant, meaning that seeing a senior monk arrive, he steps aside and leaves on his own. Under 'Together with...', it next permits protecting the precepts. Under 'If...', third, it permits screening out defilement, because these nine persons are not peers. Among the four corruptions, right livelihood is omitted. Under 'Because of...', fourth, it permits perilous conditions. If one does not drag them out, it will inevitably lead to harm to oneself, hence it says 'on this account'.
