[Precept] Eighty-five. (The Buddha was in Śrāvastī. The group of six monks made cushions stuffed with tūla; householders criticized them for taking life, so it was prohibited.) Tūla is a Sanskrit word; the Sarvāstivāda Vinaya Vibhāṣā says: 'It is the general name for plant and tree down (floss); it is also translated as frost-floss.' As for why it was prohibited, the Sarvāstivāda Vinaya Vibhāṣā says: 'Because it is kept by nobles; also because it is disliked by people; because it easily breeds insects; and because if one lies on something soft and warm and later obtains something coarse and hard, one will be unable to endure it.'
