In the method of confession: Fearing that people might only cut off the added outer border, it is specially noted. If the added amount has an excess, that too must be cut off. 'The remainder' means that which was cut off outside the measurement, because it does not enter into formal reception and retention. 'According to the Sarvāstivāda Vinaya Vibhāṣā': in that text, that which is outside the measurement of the three robes must be declared purified (vikappana); if not declared purified and the days pass, it is an offense of keeping an extra robe.
