In the next section, the Vinaya text is first cited. The 'Cīvara-skandhaka' states: The bhikṣus did not know how many strips the robes should be made of. The Buddha said: 'It should be five strips, not six strips (the lower robe); it should be seven strips, not eight strips (the middle robe); it should be nine strips, not ten strips; up to nineteen strips, not twenty strips (the great robe). If able to exceed these numbers of strips, one should keep them (omitting the three upper grades).' According to the Vinaya, the original lacked the character 'not' (不); later people who did not understand improperly annotated it at the margin; later those who knew did not immediately excise it, but added a further note below pointing out the previous error; when it came to later woodblock carving, they were unable to correct it. From 'Now' onward, it directly refutes it. 'Lacking the authorized teaching's prohibition or exception' means it is neither prohibited nor permitted by the teaching, and is insufficient to rely upon.
