佛在舍衛。六群恐舉，六人相隨，無由得作。後時作衣，僧喚受欲，即與比丘作舉羯磨。後六群言：「我以彼事與欲。」比丘舉過，佛因訶責制戒。

The Buddha was in Śrāvastī. The group-of-six, fearing accusations, stayed together as six people so that there was no way [a karman] could be performed. Later, when making robes, the Saṃgha called for receiving consent, and immediately performed an accusation karman against a bhikṣu. Later, the group-of-six said: "We gave consent for that matter [of making robes]!" The bhikṣus reported their fault, and the Buddha thereupon rebuked them and instituted the rule.
