佛在舍衛。跋難陀絡囊中盛鉢貫杖頭肩上擔。居士謂是官人，皆下道避。比丘舉過，佛因訶制。

The Buddha was in Śrāvastī. Upananda contained his bowl in a network bag, strung it on the end of a staff, and carried it on his shoulder. Householders thought he was an official and all stepped off the road to avoid him. The bhikṣus reported the fault, and the Buddha accordingly rebuked him and formulated the rule.
