"The saṃgha has approved 'appointing the bhikṣuṇī N.N., on behalf of the bhikṣuṇī-saṃgha, to go to the great saṃgha to declare pravāraṇā regarding three matters—what was seen, heard, and suspected.' Because the saṃgha has approved with silence, thus do we hold this matter.")
