一切僧同犯疑罪發露法（律言：汝等善聽！若眾僧集在一處欲說戒，當說戒時，一切僧於罪有疑。彼各各念言：「世尊制戒，犯者不得說戒等如前。」彼一切僧作白已，應說其罪。當作是白：）

Procedure for the entire saṃgha revealing doubtful offenses in common: (The Vinaya says: 'Listen well, all of you! If the saṃgha gathers in one place desiring to recite the precepts, and at the time of reciting the precepts, the entire saṃgha has doubts concerning offenses, they each think: "The World-Honoured One instituted the rule that an offender must not recite the precepts, etc., as before." After the entire saṃgha makes a motion, they should declare their offenses.' One should make the motion like this:)
