At that time the Buddha addressed the bhikṣus: "If in a state the righteous king's power is weak and bandits are rampant, at that time the righteous king cannot go out and enter in peace and happiness, the minor kings of the border regions do not obey his decrees, and the people of the realm also cannot go out and enter in peace and happiness; their livelihoods are neglected, and with worry and distress, loss and decline, they obtain no benefit. In the same way, the adharmika bhikṣus have power, while the dharmika bhikṣus lack power. The dharmika bhikṣus do not obtain peace and happiness, and if they are among the community, they cannot speak either. If they dwell in solitary places, at that time adharmika karmans are carried out and dharmika karmans are not carried out; non-Vinaya karmans are carried out and Vinaya karmans are not carried out; the adharmika readily proceeds and the dharmika does not proceed. They do not strive with diligence to attain what has not been attained, to enter what has not been entered, and to realize what has not been realized, thereby causing the devas and human beings to obtain no benefit, and to suffer in the long night." The Buddha having spoken thus, the bhikṣus heard it, rejoiced, faithfully accepted, and upheld it.
