At that time the Buddha addressed the bhikṣus: "If in a state the righteous king's power is strong and the bandits' power is weak, they all come to submit or flee into hiding. At that time the righteous king goes out and enters in peace and happiness, without worry or concern; the minor kings of the border regions obey his decrees, and the people within his realm also attain peace and happiness; their livelihoods flourish at will without worry or distress, and they obtain great benefit without any loss. In the same way, the dharmika bhikṣus obtain power, and the adharmika bhikṣus lack power; the adharmika bhikṣus come to the dharmika bhikṣus, comply with their instructions, and dare not disobey; or if they flee into hiding, they do not commit multiple evils. At that time the dharmika bhikṣus are secure and attain happiness, and if they are among the saṃgha, they can speak. If they dwell in solitary places, they carry out dharmika karmans and do not carry out adharmika karmans; they carry out Vinaya karmans and do not carry out non-Vinaya karmans; the dharmika readily proceeds and the adharmika does not proceed; they strive with diligence so that what has not been attained can be attained, what has not been entered can be entered, and what has not been realized can be realized, thereby causing the devas and human beings to obtain great benefit." The Buddha having spoken thus, the bhikṣus heard it, rejoiced, faithfully accepted, and upheld it.
