"Let the saṃgha, bhadantas, listen! After the saṃgha declared this bhikṣu so-and-so to be engaging in prevarication, he then harassed the saṃgha: when called to come he does not come, when not called to come he comes; when he ought to stand up he does not stand up, when he ought not to stand up he stands up; when he ought to speak he does not speak, when he ought not to speak he speaks. If the time has arrived for the saṃgha, and the saṃgha approves, it shall restrain bhikṣu so-and-so and declare [his actions] to be vexatious harassment. This is the ñatti." (Once the ñatti has been made in this manner, it is termed vexatiously harassing the saṃgha. Those who vexatiously harass the saṃgha before the ñatti has been made are all guilty of duṣkṛta; if one vexatiously harasses the saṃgha after the ñatti has been made, all [such acts] are pāyattikas.)
