3.98

爾時佛告諸比丘：「有二眾：一法語眾，二非法語眾。何等非法語眾？眾中不用法毘尼，不以佛所教而說，應教不教而住，應滅不滅而住，是為非法語眾。何等法語眾？眾中用法毘尼，隨佛所教而說，應教教而住，應滅滅而住，是為法語眾。此二眾中，法語眾，我讚歎為尊。」佛說如是，諸比丘聞，歡喜信樂受持。

At that time the Buddha addressed the monks: "There are two assemblies: first, an assembly that speaks according to the Dharma; second, an assembly that does not speak according to the Dharma. What is an assembly that does not speak according to the Dharma? In an assembly where the Dharma and vinaya are not used, where one does not speak in accordance with the Buddha's teaching, where one abides without instructing when one ought to instruct, and abides without settling when one ought to settle—this is called an assembly that does not speak according to the Dharma. What is an assembly that speaks according to the Dharma? In an assembly where the Dharma and vinaya are used, where one speaks in accordance with the Buddha's teaching, where one abides instructing when one ought to instruct, and abides settling when one ought to settle—this is called an assembly that speaks according to the Dharma. Between these two assemblies, the assembly that speaks according to the Dharma is praised by me as superior." The Buddha having spoken thus, the monks heard it and joyfully received and upheld it in faith.
