At that time the Buddha told the bhikṣus: "There are three trainings: the higher training in śīla, the higher training in mind, and the higher training in wisdom. What is the higher training in śīla? If a bhikṣu esteems śīla and takes śīla as primary, does not esteem concentration and does not take concentration as primary, does not esteem wisdom and does not take wisdom as primary; when he commits a light [offence] regarding these precepts, he confesses it. Why is that? Because this is not like a broken vessel or a broken stone. But if it is a grave precept, he should strictly uphold it, abide well in the precepts, practice by drawing near [to them], practice without breach, and practice without defilement. Constantly cultivating in this way, he severs the five lower fetters, attains nirvāṇa above, and does not return here. If a bhikṣu esteems śīla and takes śīla as primary; esteems concentration and takes concentration as primary; does not esteem wisdom and does not take wisdom as primary—it is as above. If a bhikṣu esteems śīla and takes śīla as primary; esteems concentration and takes concentration as primary; esteems wisdom and takes wisdom as primary; then, with the destruction of the outflows, he attains the outflow-free liberation of mind and liberation by wisdom, knowing and realizing for himself in the present: 'Birth is exhausted, the holy life is established, what was to be done has been done, and there is no returning here.' One who fulfills [the practice] attains full accomplishment; one who does not fulfill [the practice] attains non-full accomplishment. I say that this śīla is not in vain." When the Buddha spoke thus, the bhikṣus rejoiced, faithfully accepted, and upheld it.
