Eleventh, the precept against acting as a state emissary: an emissary for an enemy state must spy on strength and weakness, use deceitful strategies, instigate battle formations, and maintain a desire for victory or defeat, thereby contravening fundamental compassion; the text calls this a "bandit of the state." All seven assemblies commit the offense alike; both the Great and Small [Vehicles] prescribe against it. In the narration of matters there are three points: first, it is not proper; second, adducing a comparison; third, adducing the wrongdoing and concluding the offense. It describes having an evil mind for profit, casting aside harmony, and being forbidden to enter an army. An army is noisy and chaotic, not a place where a child of the Buddha should go. Raising troops to attack and kill one another contravenes compassion and should not be done. This emissary work is prohibited because it serves as a condition for mutual harm.
