Twenty-fifth: The precept against not managing the assembly well. It is instituted because it harms both oneself and others. The two ordained assemblies share in the transgression; it is instituted commonly for both the Great and Small [vehicles]. The [other] three assemblies and laypersons, since they do not lead the assembly, are not forbidden. The narration of matters has three stages: setting forth the masters of the assembly, there are five kinds of persons in all; taking the first phrase as two expeditious means, it makes six persons. In the Vinaya there are fourteen persons, as explained in the Vinaya; here it briefly lists six persons. From "Should give rise to" downward is the second: what should be done. There should be three matters: first, having a mind of loving-kindness, meaning wishing to give happiness to sentient beings. Second, skillfully harmonizing disputes, meaning ending disputes in accordance with the Dharma. Disputes are fourfold, and the vinayas [for settling them] are seven; they should be eliminated in accordance with the Dharma and must not be violated. Third, skillfully guarding the property of the Three Jewels, utilizing it according to affairs, not misapplying it and thereby disordering the assembly. Third: what should not be done. It only cites the latter two phrases and does not cite "not giving rise to a mind of loving-kindness"; these two matters are precisely lacking loving-kindness.
