Thirty-ninth, the precept against not cultivating merit and wisdom: Merit and wisdom are the two adornments, like the two wings of a bird, and must not be left uncultivated. Established because [neglecting them] goes against the path of deliverance. It applies to all seven assemblies; it is not entirely shared between the Great and Small Vehicles. Bodhisattvas, gathering all wholesome dharmas, should cultivate both; śrāvakas are obliged to cultivate meritorious deeds upon their self-undertaking during the summer retreat, but are not bound at other times. The account of the matter has three stages: First, cultivating merit oneself and teaching others to do so. The text briefly lists seven things: 1. monastery buildings, 2. mountain forests, 3. gardens, 4. fields, 5. stūpas, 6. places for seated meditation and retreat in winter and summer, 7. all places for practicing the path. All such categories should be established; if one's capability falls short, it is not an offense. From "Yet a bodhisattva" below, second, one should cultivate wisdom, also doing so oneself and teaching others. From "Yet newly trained" below, third, citing the transgression and concluding the offense: failure to cultivate is an offense.
