Thirty-eighth, the precept against violating the order of precedence between senior and junior: established because violating order disrupts decorum. It applies to all seven assemblies; it is prescribed in both the Great and Small [Vehicles]. The account of the matter has three stages: First, one should follow the proper order. From "Do not be like non-Buddhists" below, second, one should not: one should not disrupt the order. From "Within my Buddha-Dharma" below, third, a general conclusion on the meaning of what should and should not [be done]. The order of precedence for śrāvakas is derived from the Vinayapiṭaka's rules on bedding. Precedence is based on precepts; even [seniority by] a single muhūrta qualifies one as a senior (sthavira). This extends to all nine assemblies of monastics and laity: 1. monks, 2. nuns, 3. sikṣamāṇās, 4. novice monks, 5. novice nuns, 6. probationers (pravrajitā), 7. female probationers, 8. upāsakas, 9. upāsikās. These nine assemblies have an established order that must not be disrupted, as explained in the Vinayapiṭaka.
