Forty-eighth, the precept against destroying the Dharma: When members of the internal assembly commit a fault, they are dealt with and questioned according to the internal Dharma; yet to speak of their offenses to white-robed outsiders, causing them to be punished by royal law, brings disgrace upon the pure teaching—hence it is called destroying the Dharma. Established because it violates the intention to protect the Dharma. It is an offense shared by all five monastic assemblies, and is prescribed in both the Great and Small Vehicles. The account of the matter has three layers: First, one must not destroy the Dharma. Second, clarifying the protection of the Dharma, from the text "If having received the Buddha's precepts" onward. Third, citing the transgression and concluding the offense, from the text "teaching others to destroy the Dharma" onward. This precept is also called the precept against causing others to suffer harm and distress.
