Forty-seventh, the precept against unlawful restrictions: Upon seeing good deeds, one should by rule rejoice in them; yet now imposing restrictive nets and impediments violates the principle of goodness; hence it is established. It is an offense shared by the two lay assemblies. The five monastic assemblies lack such independent authority to restrict, yet if they establish hindrances to goodness, their restrictions also fall under this rule. It is an offense shared by the Great and Small. The account of the matter has three stages: First, designating those who receive the precepts. There are two interpretations: one says it designates the persons being restricted: children of the Buddha wish to receive the precepts in faithful conviction, but restrictions and impediments prevent them from receiving them; the second says it designates the persons able to restrict: children of the Buddha initially received the precepts in faithful conviction, but later establish unlawful restrictions; hence it shows what should be. From "If kings" below, second, the actual matters of restriction: not permitting renunciation cuts off the Saṃgha Jewel. Not permitting the four categories to renounce refers to householders, householders' wives, boys, and girls. Not permitting the erection of images along roads cuts off the Buddha Jewel. Not permitting the copying of scriptures and vinaya cuts off the Dharma Jewel. From "Purposely acting" below, citing the transgression and concluding the offense.
