4.38

初、制意者，諸佛何故制此輕戒？謂一、為護世間起譏嫌故，二、光顯菩薩出世道故，三、微細情塵悉制斷故，四、調伏三業制三毒故，五、方便遠護十重戒故，六、增長菩薩三聚戒故。餘如下釋文處說。

First, the purpose of institution: why did the Buddhas institute these minor precepts? It is: 1. to guard against worldly generation of ridicule and blame; 2. to illuminate and display the bodhisattva's supramundane path; 3. to regulate and sever all subtle defilements of passion; 4. to subdue the three karmas and restrain the three poisons; 5. to expediently and distantly guard the ten major precepts; 6. to increase and develop the bodhisattva's three clusters of precepts. The rest will be stated below in the explanation of the text.
