5.103

初、制意者，菩薩理應謙卑益物殞命無違，而反曲恃官威非分侵害，乖理之甚故以制之。別辨三意：一、為護盜戒故，二、恐乖自利違嫌卑行故，三、恐乖利他失所化故。此三如次為三聚戒。

First, the intent of institution: A bodhisattva by principle ought to be humble and modest to benefit living beings, without transgression even at the cost of life; if instead one crookedly relies on the authority of officials to inappropriately harass and harm, it departs extremely from principle, hence it is instituted. Three intents are specifically distinguished: 1. to protect the precept against stealing; 2. fearing deviation from self-benefit and violation of humble practice; 3. fearing deviation from benefiting others and losing those to be transformed. These three correspond in order to the three clusters of precepts.
