5.109

第七、通塞者，若以善心恃威奪賊物，以還本主三寶眾生，又若為救菩提心人命、梵行等難，又若因此令人發菩提心住菩薩戒，又若一作令無量眾生捨惡住善，准應無犯，反上犯之。

Seventh, regarding permissible and impermissible circumstances: if, with a wholesome intention, one relies on authority to seize stolen goods from thieves in order to return them to their original owners, the Three Jewels, or sentient beings; or if it is to rescue people of the bodhicitta mind from dangers to their lives, their brahma-conduct, and so forth; or if because of this one causes people to generate bodhicitta and abide in the bodhisattva precepts; or if performing this once causes immeasurable sentient beings to abandon evil and abide in good—by analogy, there should be no offense. The opposite of the above constitutes an offense.
