二、次第者，前背上勝法，今則捨下病苦，故次制也。又前則於法有背，今則於生不濟，故次制。

Second, regarding the sequence: previously one turned one's back on the superior Dharma above; now one abandons the sick and suffering below. Therefore it is established next. Furthermore, previously one turned away regarding the Dharma; now one does not succour sentient beings. Therefore it is established next.
