四、具緣者：一、二國，二、軍，二、為利養及惡心，三、傳此言至彼所，四、彼聞已來害此。若據損命犯二罪：一、望斷命邊犯殺戒，二、身為軍國使邊犯此戒。

Fourth, possessing the conditions: 1. Two states. 2. Armies. 2. [Motivated by] profit and support or a malicious intent. 3. Transmitting these words to that place. 4. Having heard them, they come to harm this side. If analyzed in terms of destroying life, one commits two offenses: first, in terms of terminating life, one violates the precept against killing; second, in terms of personally acting as an envoy for an army or state, one violates this precept.
