七、通塞者，若以善心為調伏彼，令其和穆，入軍入國，一切無犯。除上皆犯，更准思之。

Seventh, permission and prohibition: If, with a wholesome intention, one enters armies or enters states in order to subdue them and make them harmonious, there is no offense at all. Except for the above, all incur offenses; this should further be considered accordingly.
